Will Bramhill, chairman of Colchester Cycling Campaign, is continuing his fight to get the Government to commision a study into the benefits of strict liability.
Strict liability is a complex concept that places the responsibility for proving fault in a road accident on the driver, rather than the cyclist/pedestrian. It has been the standard in many countries in Europe and elsewhere for many years.
Will believes that strict liability is fundamental to changing the perception that cycling is dangerous, and also to advancing towards a safer road culture for all.
"On-road cycling appears to be far safer in many countries on the Continent because drivers have more respect for cyclists and pedestrians.
"Why don't we have strict liability here? Why are our cyclists and pedestrians treated as lesser citizens than those of other countries?"
