Our draft wishlist - is your short cut here?
CCC members met at the Odd One Out to discuss a wishlist as part of the new draft Local Development Framework - the replacement for the Local Plan.
Mags Hobby of Colchester Ramblers attended to give input. Like CCC, she believes we will achieve more together than apart, even though we won't always agree!

The wishlist so far:
- Bus lane enforcement
- Contribution towards future congestion charge scheme
- Restrictions on car-generating development
- Contribution towards speed reduction schemes
- Funding towards more regular sweeping and maintenance of cycle routes
- Contribution towards cycle route signage
- Revised cycle parking specs for all types of home, to include individual parking for aparments
- Creation of eight main cross-town cycle routes in town and funding towards implementation
- Creation of Colchester Rose leisure routes
- Colne Valley Route. This is a Sustrans project which will help form a link between Colchester, Stansted Airport, and Cambridge. It passes through West Bergholt, White Colne and Earls Colne. CCC requests that cyclists are borne in mind when the bridge over the A12 at West Bergholt is replaced, or that links are made to a new bridge (See 15).
- Calming of A134 Boxted Road to Great Horkesley – or the provision of an alternative link. Great Horkesley is within easy cycling distance of Colchester but cyclists are deterred by the stretch of 60mph road between Horkesley and the Nayland Road roundabout (See 15).
- Working with Suffolk County Council, providing shared use paths on both sides of the A134 Road at Nayland to connect quiet lanes on each side of the county border.
- Moor Road, Langham, to become a Quiet Lane between Runkins Corner and Langham village (part of NCN 1)
- Runkins Corner to Severalls Lane pathway to east of Langham Road, linking into Footpath 69. Footpath 69 restored west of Langham Road and made into a hard-surfaced bridleway to run along the top of the A12 embankment to connect to Boxted Road.
- Link between Dedham and Manningtree Station to tie in with project to link Flatford to Manningtree Station.
- (Tendring) Improvements at Manningtree Station junction with A137, and provision of shared cycle route on both sides of the A137 towards Cattawade. (Commuter and Tourism benefits)
- Fordstreet calmed to 20mph to provide a cycle route between Aldham and Fordham
- A study to create a network of cycle routes to connect Eight Ash Green to Stanway School via Lucy Lane underpass. 20mph sections and work needed, esp closer to Stanway and at Eight Ash Green. Suggested route: Hlastead Raod, Lucy Lane, Crossing of London Road, Millers Lane, New Farm Road, Winstree Road.
- Upgrade path from White House Farm to Halstead Road to allow a link to the Cricketers PH.
- Huge amount of work needed at Marks Tey, possibly associated with new A120. The village alongside the A120 needs better links to the railway station. Marks Tey centre benefits from a bridge over the A12, but then people have to cross a busy two-lane road to reach the station. recommend cycling study for whole village. Signage to direct cyclists to correct side of station depending on their journey.
- Myland needs to be connected to West Bergholt. We would like to see footpaths (Mags, which numbers?) upgraded to bridleway status and a new cycle-ped bridge put in across the A12 (See 4 & 5).
- Scarletts Lane West Bergholt to Woodhouse Lane Great Horkesley to be upgaraded to an RUPP.
- (Minor scheme) improvements to NAR bike route
- Improvement to links to hospital: Connection to NAR made up with toucan crossing across NAR; new cycle entrance to Beaumont Close; new cycle/ped link to Turner Rise estate from Turner Road.
- Turner Road split into two with bus gate to minimise traffic and avoid use as a rat run. Hospital given north and south car parks. 999 Access from NAR.
- Improvements to cycle access to railway station – more cycle parking. Study needed into how to get cyclists to station by best means. This could involve “Kensington High Street” experiment. North Station Road north of Albert roundabout to become bus-bike lane in both directions by means of a bus gate; signalised junction to replace Albert roundabout; North Station Road to have traffic minimised to aid bus/bike access to town. Pedestrian access to north side of station needs to be reviewed. Crossing points of slip road off roundabout should be more clearly marked; footway between station and Bergholt Road needs to be widened.
- Bridleway across country park (Turner Road North to Brinkley Grove Road) given an asphalt surface to link hospital to Gilberd School; for use as an alternative to Mill Road. Connection should be made into High Woods estate, too.
- Tower Lane bridleway given asphalt surface. Safe connections and junctions at each end. Connections along the route.
- Cycling route along Flood Lane (need more details of this one)
- Mill Road to be traffic calmed to 20mph (using alternate car parking bays) with new spine road used as main east-west route. Brinkley Grove Road to continue northwards to join spine road, taking High Woods to NAR traffic off Mill Road.
- Improved cycle parking at Tesco (last revamp made parking worse!)
- Improved cycle access to the Colchester Business Park from High Woods
- Provision of a new cycle bridge to connect Old Ipswich Road with Plains Farm Close, cycle route to continue beside Ipswich Road (both sides). A connection should be made to both the Betts factory and Colchester Business Park, Seralls Industrial Estate at the first opportunity. Cycle routes to continue south along Ipswich Road, with cycle phasing at the Severalls traffic lights. The zebra crossing betwen St John’s Close, St John’s, and Dale Close, High Woods, should become a toucan, with a path built to Dale Close. Cycle routes should continue southwards (with north/south crossings of High Woods Approach and St John’s Road, to the existing traffic island near Myland Hall Chase.
- kerb lowered to allow cycle access from Duncthorne Close into Harwich Road
- Napier Road/Circular Road junction with Flagstaff Road needs signalised control for cycle north-south movements
- Scheregate subway needs widening and approaches straightened; cycle parking at subway would be useful.
- Creation of two-way cycle route across town from Crouch Street West via subway, Crouch Street East, Headgate, St John’s Street, Vineyard Street, Priory Street and Land Lane
- Balkerne Hill (South) subway needs widening and approaches formalised with more no parking areas.
- High Street needs to have two-way working for cycles
- Head Street needs to have two-way working for cycles
- Balkerne Hill bridge needs to be replaced with one suitable for pedestrians and cyclists.
- Headgate into Butt Road needs to be two-way working for cycles
- General calming and formalised parking on London Road, Lexden and Stanway to allow its use as a main cycle route. Needs cycle development plan.
- Upgrade of footpath XX to a bridleway, allowing cycle access from Olivers Lane to Colchester zoo
- Links from Woodrush End or Tollgate Drive into the new Sainsbury site, proposed for the north side of London Road. Tunnel or crossing.
- Bike-ped bridge to take Church Lane across the Western Relief Road\
- Westside centre link into Church Lane
- Cycle facilities and crossings along Western Relief Road
- Improvement of cycle access to tunnel beneath Westway, connecting both ends of Sheepen Road
- Removal of dog leg in cycle path beside Rowan House.
- Better signage to help cyclists avoid Peartree Road
- Improvements to Gryme’s Dyke and Peartree Road crossing (needs land acquisition).
- Cymbeline Way West made 30mph to roundabout. Gateway feature at bottom of hill to include cycle crossing allowing cyclists to take a path around the southern side of the roundabout.
- Signalised crossing of Cymbeline Way East at Spring Lane roundabout
- Cycle paths on both sides of Cymbeline Way to avoid problem with car lights at night
- Signalised crossing of Cymbeline Way at Glen Avenue.
- Improvements to Colne Bank Avenue, junction of Westway North
- Improvements to Colne Bank Avenue, cycle route through to Albert roundabout
- Improvements to cycle crossing of N.Station Road, north of Albert roundabout
- Improvements to cycle crossing of Mason Road
- Improvements to line of path from Mason Road to existing bike/foot tunnel to Turner Rise
- A cycle-footpath connection between Mason Road and Clarendon Way
- Improvements to cycle route on both sides of Ipswich Road to north of Ave of Rem roundabout (resiting of current retaining wall on east side, land acquisition on west side.
- Improvements when new junction is introduced at Avon Way/Ave of Rem/Clingoe Hill to allow improved cycle access to Greenstead Road, Ave of Rem service road, and Avon Way
- Improved cycle access to Greenstead estate from the Ave of Rem service road and Harwich Road via Procters brook. Ideally, Greenstead needs a cycle route link to Greenstead Road; Greenstead Road to have a bus gate to stop through traffic.
- Creation of new cycle route to link Greenstead Road with Wivenhoe Trail via Moorside (current Royal Mail premises), to include bridge over river (this avoids narrow section of East Street,
- Wider bridge across river, north eastern corner of Castle Park
- Land acquisition allowing high quality cycle route to continue to join Guildford Road
- Diversion of ramp beside Castle Park to align it with the entrance to Roman Road and Castle Road
- Tidying up improvements at East Bay
- Resurfacing of Wivenhoe Trail from East Bay to railway tunnel
- Straightening of cycle route to take it along riverside at Spurgeon Street; cycle route at this point needs to be made clearer
- Traffic calming, Haven Road and Hythe Quay, to tie in with entrance to Rowhedge Trail
- Construction and maintenance of Rowhedge Trail
- Wivenhoe-Rowhedge cycle/foot bridge
