Colchester Cycling Campaign has slated Essex County Council's LTP bid for the years 2006-11.
Despite taking a full part in consultation, it does not appear that any of CCC's ideas about strict liability (changing the burden of proof in accidents), or other ways to encourage cycling, have made it through to the final Essex document.
That said, the LTP is probably Essex's best yet in terms of integrated transport, but the down side is planned massive spending on new roads and road widening, which will merely increase the county's traffic problems by encouraging yet more traffic.
Chairman Will Bramhill has called the LTP a "Jekyll and Hyde" document because it features cycles on its cover and most chapter-fronts, yet there is no target to increase cycling, merely an undertaking for "no reduction by 2011". This comes at a time when other more enlightened local authorities are looking for increases of up to 50pc.
